BIE delivers the full construction spectrum for government clients: new vertical and horizontal construction, design-build and design-bid-build delivery, renovation, alteration, and repair of occupied facilities, structural and building-envelope work, and the earthwork, utilities, paving, and drainage that support them. Speed never comes at the cost of compliance. Every BIE mobilization is planned and executed to the standards the government already requires of its best contractors: safety per USACE EM 385-1-1 and OSHA 29 CFR 1926; airfield work performed under an FAA-approved Construction Safety and Phasing Plan (AC 150/5370-2); transportation conducted in accordance with 49 CFR and FMCSA regulations, with Defense Transportation Regulation (DTR 4500.9-R) procedures applied to defense freight; and government-furnished property received, controlled, and accounted for per FAR 52.245-1, with chain-of-custody documentation on every movement.
